1、 Bilateral cooperation documents

（1） The Chinese government signed a memorandum of understanding with Honduras on the joint construction of the the Belt and Road, and signed a cooperation plan or action plan with the governments of Argentina, Mauritania, Georgia, Serbia, Egypt and other countries on the joint construction of the the Belt and Road.

（2） The CPC and the Lao People's Revolutionary Party signed an action plan on building a community of common destiny between China and Laos (2024-2028).

（3） The Chinese government and the Cambodian government have signed an action plan (2024-2028) on building a new era China Cambodia community with a shared future.

（4） The Chinese government and the Hungarian government signed the list of priority cooperation projects for the joint construction of the "the Belt and Road" (the second round).

（5） The Chinese government has signed a memorandum of understanding with the Iranian government to strengthen cooperation between China Europe freight trains passing through Iran, and a memorandum of understanding with the Kazakh government to deepen the development of China Europe freight trains' cross Li sea transportation routes.

（6） The Chinese government and the Argentine government have signed an agreement to extend the validity period of the strategic dialogue mechanism on economic cooperation and coordination between the two governments, and an agreement with the Kazakh government to develop the international transportation route between China Europe trains and the Caspian Sea.

（7） The Chinese government has signed cooperation documents on technological innovation with the governments of Honduras, Indonesia, the United Arab Emirates and other countries.

（8） The Chinese government has signed international road transportation agreements with the governments of Kazakhstan, Mongolia, and other countries, and has signed a five-year action plan (2023-2027) with the government of Pakistan to deepen road technology cooperation.

（9） The Chinese government has signed free trade agreements with the Nicaraguan government and arrangements for early gains, signed free trade agreements with the governments of Ecuador, Serbia, and other countries, signed service trade and investment agreements with the Belarusian government, and signed memorandums of understanding with the Turkmenistan government on investment cooperation in the fields of green development and digital economy.

（10） The Chinese government has signed an economic and technological cooperation agreement with the government of Kazakhstan, and a memorandum of understanding on cooperation in the field of renewable energy has been signed with the government of Uzbekistan.

（11） The China National Supervisory Commission has signed cooperation documents in the field of anti-corruption with the Cuban General Audit Office, the Egyptian Administrative Supervision Office, the Cambodian Anti Corruption Commission, the Indonesian Anti Corruption Commission, and the Malaysian Anti Corruption Commission.

（12） The National Development and Reform Commission of China signed a memorandum of understanding with the Ministry of Finance and National Planning of Zambia to jointly accelerate the preparation of the "the Belt and Road" cooperation plan, signed a memorandum of understanding with the Ministry of Planning, Development and Special Tasks of Pakistan on the establishment of an expert exchange mechanism under the framework of the China Pakistan Economic Corridor, and signed a memorandum of understanding with the Ministry of Economy of Serbia on exchanges and cooperation in the field of economic development policies.

（13） The National Development and Reform Commission of China and the Development Council of the Kingdom of Cambodia signed a memorandum of understanding to jointly promote the third round of key projects in production capacity and investment cooperation between China and Cambodia, and signed a cooperation framework plan for key areas from 2023 to 2025 with the Greek Ministry of Development.

（14） The National Development and Reform Commission of China, the Ministry of Economy of Azerbaijan, the Ministry of Economy, Finance and Foreign Trade of the Venezuelan People's Government, the Ministry of Foreign Affairs and Foreign Economic Affairs of Hungary, the Ministry of Economy of Serbia, and relevant departments of Chile have signed documents on strengthening industrial investment cooperation.

（15） The Ministry of Science and Technology of China and the Ministry of Science and Technology Innovation of Argentina have signed a memorandum of understanding on cooperation under the framework of the China Latin America Sustainable Food Innovation Center.

（16） The Ministry of Industry and Information Technology of China has signed cooperation documents in the field of digital and information communication with the Ministry of News, Telecommunications and Digital Economy of Senegal, the Ministry of Digital Technology of Uzbekistan, the Ministry of Posts and Telecommunications of Algeria, the Ministry of Communication Technology of Tunisia, the Ministry of Communications and Information Technology of Iran, and the Ministry of Information and Communication Technology of the Philippines.

（17） The Ministry of Industry and Information Technology of China and the Ministry of Economic Development of Hungary have signed a memorandum of understanding on cooperation in the industrial field, as well as a memorandum of understanding with the Ministry of Industry of Indonesia.

（18） The Ministry of Ecology and Environment of China has signed cooperation documents with the Ministry of Environment of Iran, the Ministry of Natural Resources and Environmental Protection of Belarus, and the Ministry of Planned Development and Special Tasks of Pakistan in areas such as environmental protection, sustainable development, and addressing climate change.

（19） The Ministry of Transport of China and the Ministry of Transport of Tajikistan have signed a memorandum of understanding on deepening international road transport cooperation, a memorandum of understanding on future travel cooperation with the Ministry of Transport of Singapore, and a protocol on the international road transport agreement between the two countries with the Ministry of Transport Development of Mongolia.

（20） The Ministry of Commerce of China has signed a memorandum of understanding with the Ministry of Foreign Affairs, International Trade and Religious Affairs of Argentina, the Ministry of Development, Industry and Trade of Nicaragua to establish a working group on trade facilitation, the Ministry of Foreign Affairs of Uruguay to establish a working group on investment and economic cooperation, the Ministry of Direct Investment Promotion of Kuwait to sign a memorandum of understanding on cooperation in free zones and economic zones, and the Ministry of Industry and Trade of Iran The Ministry of Mines and Trade signed a memorandum of understanding to strengthen trade promotion cooperation.

（21） The Ministry of Commerce of China has signed a memorandum of understanding with the Ministry of Trade and Industry of the Philippines and the Ministry of Economic Coordination of Indonesia on e-commerce cooperation, a memorandum of understanding with the Ministry of Environment, National Beautification, Blue and Green Economy of Barbados on deepening blue economic cooperation, and a memorandum of understanding with the Development Council of the Kingdom of Cambodia on investment cooperation in the field of green development, Signed a framework agreement with the Ministry of Electricity of the South African Presidential Office on promoting investment and cooperation in new energy electricity.

（22） The Ministry of Commerce of China and the Ministry of Trade and Industry of Singapore signed a memorandum of understanding on announcing the substantive completion of the subsequent negotiations on the upgrade of the bilateral free trade agreement, signed a memorandum of understanding with the Ministry of Domestic and Foreign Trade of Serbia on initiating negotiations on the bilateral free trade agreement, and signed a memorandum of understanding with the Ministry of Economy of Belarus on the progress of negotiations on the bilateral service trade and investment agreement.

（23） The People's Bank of China and the National Bank of Serbia have signed a memorandum of understanding on RMB settlement arrangements, a memorandum of understanding on strengthening digital currency cooperation with the Central Bank of the United Arab Emirates, and a memorandum of understanding on cooperation with the Central Bank of Indonesia.

（24） The National Development and Reform Commission of China, the People's Government of Shenzhen City, Guangdong Province, and the Ministry of Ocean and Investment Coordination of Indonesia, as well as the Nushantara New Capital Management Bureau, have signed a memorandum of understanding on the exchange and cooperation of experience in the planning of Indonesia's new capital. The Ministry of Commerce of China, the People's Government of Fujian Province, and the Ministry of Ocean and Investment Coordination of Indonesia have signed a memorandum of understanding to deepen cooperation in the construction of the "Two Countries, Two Parks" between China and Indonesia.

（25） Memorandum of Understanding between the National Development and Reform Commission of China and the Hong Kong Monetary Authority on Supporting Cross border Financing of Chinese Enterprises and Promoting the Development of the Hong Kong Bond Market.

（26） The National Health Commission of China has signed a memorandum of understanding on cooperation in the field of health with the health departments of Saudi Arabia, Oman, Mongolia, Laos, Cambodia and other countries.

（27） The State Energy Administration of China has signed cooperation documents with the Ministry of Energy of Kazakhstan and the Ministry of Energy of Azerbaijan, as well as a memorandum of understanding on cooperation in the field of renewable energy with the Ministry of Energy and Mines of Cuba.

（28） The State Administration for Market Regulation of China and the Venezuela Free Competition Promotion and Protection Agency have signed a memorandum of understanding on cooperation in the field of competition. China Standardization Administration Committee and Kazakhstan National Institute of Standardization and Metrology signed a memorandum of understanding on cooperation.

（29） The State Administration of Traditional Chinese Medicine of China and the Ministry of Health of Singapore have signed a cooperation plan for traditional Chinese medicine (2023-2027).

（30） China Central Radio and Television signed cooperation documents with the official media of Egypt, Pakistan, Myanmar and other countries jointly building the "the Belt and Road".

（31） China Export Credit Insurance Company has signed a memorandum of understanding on cooperation with the Ministry of Finance of Serbia, State Power Corporation of Indonesia, Asaka Bank of Uzbekistan, and Development Bank of Kazakhstan.

（32） Bank of China has signed a digital currency cooperation memorandum with the First Bank of Abu Dhabi, and a global strategic cooperation memorandum with Saudi International Power and Water Company. Industrial and Commercial Bank of China and the Hungarian Ministry of Economic Development signed a memorandum of understanding on cooperation.

2、 Cooperation documents with international and regional organizations

（1） The Chinese government and the World Intellectual Property Organization renewed the agreement on strengthening intellectual property cooperation along the the Belt and Road and its extension supplementary agreement.

（2） The Chinese government and ASEAN have reached a mid-term review report on the work plan to further deepen economic and trade cooperation.

（3） The Ministry of Transport of China and the United Nations have signed a memorandum of understanding on cooperation to promote sustainable transportation and promote sustainable development goals.

（4） The National Development and Reform Commission of China, the International Bamboo and Rattan Organization, the Global Energy Internet Organization and other organizations signed a memorandum of understanding on jointly building the "the Belt and Road" cooperation.

（5） The State Administration of Market Supervision of the People's Republic of China and the United Nations Industrial Development Organization signed a project document on strengthening the capacity of China's food inspection and testing institutions and enhancing trust in the "the Belt and Road" trade.

3、 Bilateral cooperation platforms, cooperation projects initiated by China, and mechanisms

（1） Establish the "the Belt and Road" enterprise integrity and compliance evaluation system.

（2） Establish a mechanism for the meeting of transportation ministers from the five Central Asian countries and a cooperation mechanism for the railway between China and Cambodia, and launch the China Europe train portal website.

（14） Set up the "the Belt and Road" high-quality development community in the Yangtze River Delta, build the "the Belt and Road" international production capacity cooperation demonstration zone in Anhui Province, and carry out cooperation between Shenzhen and Singapore smart cities.

（15） The the Belt and Road International Geoscience Education and Training Center and the the Belt and Road National Meteorological Training Center were established.

（16） The 2023 China ASEAN Education Exchange Week was held to establish a platform for promoting cultural exchanges and educational cooperation among Arab countries along the "the Belt and Road". The Chongqing Municipal People's Government and the Moscow Tchaikovsky Conservatory of Music are collaborating on music education.

（17） The China Pakistan Joint Laboratory of Small Hydropower Technology "the Belt and Road", the China Indonesia Joint Laboratory of Marine Science and the China Belarus International Innovation Center will be established.

4、 Institutional arrangements proposed by the Chinese side

（1） China Development Bank has set up a 350 billion yuan "the Belt and Road" financing window.

（2） The Export Import Bank of China has set up a 350 billion yuan financing window for the the Belt and Road Initiative.

（3） The the Silk Road Fund added 80 billion yuan to support the "the Belt and Road" project in a commercial and market-oriented manner.

5、 Cooperative projects

（1） The Chinese government and the Kuwaiti government signed a memorandum of understanding on cooperation in the Greater Mubarak Port project, and jointly launched the China Basha Vietnam Basha Red River Boundary Bridge project with the Vietnamese government.

（2） The Chinese government and the Ethiopian government have signed an exchange of documents for the supporting project of the Addis Ababa-Djibouti Railway, and the Uzbekistan government have signed an exchange of documents for the aid project of the Uzbekistan wind power plant.

（3） The National Development and Reform Commission of China and the Ministry of Planning and Investment of Laos signed a memorandum of understanding on the development cooperation program along the China Laos railway.

（4） The China Development Bank has signed a contract for the Malaysian Malayan Bank RMB loan project, carried out a RMB credit (Phase II) project with the Central Bank of Egypt, a comprehensive credit project with the Peru BBVA Bank, and a special loan project for African small and medium-sized enterprises with the African Export Import Bank and the Egyptian Bank. Implement the Sovereign Credit Project of the Republic of Senegal (Dakar Viaduct and Niaye Highway Reconstruction and Expansion Project).

（5） The Export-Import Bank of China has signed a RMB working capital loan project agreement with the National Bank of Saudi Arabia, a USD working capital loan agreement with African financial companies, a cooperation framework agreement with the Indonesian National Investment Agency, and a loan agreement for infrastructure construction projects such as roads, bridges, and reservoirs with Cambodia.

（6） The Export-Import Bank of China has signed a Memorandum of Understanding between the Regional Credit Guarantee and Investment Fund and the China ASEAN Investment Cooperation Fund Phase II, and has promoted the participation of the China ASEAN Investment Cooperation Fund Phase II in the partial equity acquisition project of Indonesia National Petroleum Corporation's geothermal energy subsidiary.

（7） The the Silk Road Fund participated in the Africa Infrastructure Investment Fund (Phase IV) and Highland Capital (Phase II) projects of South Africa Qiwei Insurance Group.

（8） The China National Agency for International Development Cooperation, the State Forestry and Grassland Administration, the Ministry of Economic Development of Mongolia, and the State Forestry Administration have signed a framework agreement to support Mongolia's planting of the "One Billion Trees" plan and carry out cooperation in desertification prevention and control between China and Mongolia.

（9） Assist Egypt in issuing Africa's first panda bond. The Bank of China issued the world's first batch of green bonds with the theme of "the Belt and Road". Industrial and Commercial Bank of China issued 10 billion yuan of green financial bonds and global multi currency "carbon neutrality" themed green bonds, participating in the $2.5 billion green syndicated loan project of Abu Dhabi Holding Company.
